Former ZRA Commissioner General Kingsley Chanda to Present Defense in Vehicle Disposal Case

Former Zambia Revenue Authority (ZRA) Commissioner General Kingsley Chanda has been directed to present his defense after the court found he has a case to answer in a matter concerning alleged procedural breaches in the handling of 22 motor vehicles.

Lusaka Principal Resident Magistrate Silvia Munyinya ruled that the prosecution had provided enough evidence to establish a prima facie case against Chanda and his co-accused, former ZRA Director of Administration Callistus Kaoma, on all 22 charges.

The charges arise from allegations of willful failure to follow established procedures, as outlined under Section 34 (2) (b) of the Anti-Corruption Act No. 3 of 2012.

According to the allegations, between January 1, 2017, and December 31, 2020, Chanda and Kaoma, while serving in their respective positions at ZRA, did not adhere to legal guidelines when disposing of 22 vehicles.

These include a Nissan Hardbody (ABL 6927), a Nissan Tiida (ABV 5918), a Toyota Corolla (ABZ 7209), and a Mitsubishi Pajero (ABL 3850).

He is expected to open his defense in April.
